Purpose and Timing

Milestone inspections were introduced through Florida Senate Bills 4D and 154 in response to the tragic 2021 collapse of Champlain Towers South in Surfside, Florida. These inspections aim to scrutinize critical building components of structures with three or more stories, ensuring they remain structurally sound and safe for their intended use.

The timing of these inspections is linked to a building's age, with the initial milestone inspection required when a building reaches 30 years.

  • If the building reaches 30 years of age before July 1, 2022, the initial milestone inspection must be performed by Dec. 31, 2024.
  • If the building reaches 30 years of age on or after July 1, 2022, and before Dec. 31, 2024, the building’s initial milestone inspection must be performed before Dec. 31, 2025.
  • The local building official can extend the deadline for a building’s initial Milestone inspection if the association can show they have entered a contract with a vendor, but the inspection cannot reasonably be completed before the deadline.

Comprehensive Reporting

Milestone inspections consist of two phases.

  • Phase I involves a visual assessment of the property to evaluate the structural condition. If no significant structural issues are identified, a Phase II inspection is not necessary.
  • However, when Phase I uncovers significant structural deterioration, Phase II is conducted, involving a comprehensive analysis that may include destructive or nondestructive testing to confirm the building's structural integrity.

Upon completing these inspections, True Property Inspections furnishes a comprehensive report outlining our findings and any required follow-up actions. This report is submitted to the association and the local building official, as mandated by state law. Additionally, we prepare the inspection summary, which is also a legal requirement, ensuring distribution to all community owners and posting in a conspicuous location on the property.
